SAND Meeting Minutes – Thursday, May 8, 2025

Welcome: 2 minutes. Opening remarks: The meeting was called to order at 7:34 pm. A review of meeting procedures was presented. The minutes from the  April meeting were approved without objection.

City/State/School/Other Elected Officials: No representatives were present.

Announcements

Beautification: We need a new representative for the SAND on the Red’s farm board

Festivals: A motion to approve Nichole Palmietto and Noah Trepper as Co-Directors. The motion to approve was adopted without objection. A motion to approve up to $500 of expenditures for the Festival Directors. The motion to approve was adopted without objection.

Transportation: No updates.

Sign Toppers: CMG sign toppers have been received and are in the process of installation.

SAND 2025 Elected positions open: SAND Vice President, SAND board representative for Urban Farm in Ormewood, Inc. (aka Red’s Preserve).

June meeting: A discussion occurred and a consensus was for separate meetings for business and social purposes in July, pending Jason Winston and Liliana Bahktiari’s availability.  

Vendor Market at Halidom: After discussion, agreement was reached that if SAND residents want to participate as a “vendor,” they should contact Halidom directly.

Z-25-15 (25-O-1098) / Citywide Ordinance by All Council – City Ordinance to 1) create a definition for “Vape Shops” and “Elementary & Secondary Schools,” 2) establish a minimum distance of 1000ft between vape shops, and 3) require a 1000 ft distance between vape shops and elementary & secondary schools.  LUZ vote pending. A motion in favor of the ordinance was approved 5 In Favor, 3 Opposed and, 1 Abstention.

Z-25-0053 – 1138 Glenwood Avenue / Zoned R-4 – Applicant Jamila Brown for owner Moreland UW LLC – applicant seeks a rezoning from R-4 to NC-3 (meant to be NC-2) for implementation of a container restaurant concept. LUZ Result- Motion to Deny until all technical errors are corrected, and the application is resubmitted (Tied to CDP-25-7).

CDP-25-10 (25-O-1133) / Citywide Ordinance by All Council City Ordinance to adopt the Trails ATL Plan as the City of Atlanta’s master plan for a citywide network of trails, and to incorporate Trails ATL into the 2025 Comprehensive Development Plan. LUZ result was a motion to approve with recommended modifications. A motion to approve the LUZ recommendation was approved without objection.

25-O-1224 Plan ATL/CDP – City Ordinance to adopt the 2025 Comprehensive Development Plan (AKA “Plan A”). LUZ result was a motion to approve. A motion to approve the LUZ recommendation was approved without objection.

Matters for Review and Comment: MSD-25-9 1375 Funston Street, Benteen Park / Zoned R-A – The application was reviewed. Comments should be forwarded to president@sandatlanta.org.

Neighborhood Announcements: BeltLine Rail Now!: An update was provided by Nathan Clubb.

Monthly Meeting Date Details: Next SAND meeting – June 12 2025; NPU-W LUZ – 1st Tuesday at 7:00pm (virtual); NPU-W – 3rd Wednesday at 7:00pm (virtual).
