SAND Meeting Minutes – Thursday, June 12, 2025

Opening remarks  – The meeting was called to order at 7:32pm.

Approval of Meeting Notes from May meeting – approved without objection.

City/State/School /Other Elected Officials – 5 minutes per presenter

Lt. Godwin with APD: A decrease in property crimes but an increase in violent crimes.  The violent crimes are primarily related to domestic violence and online scams.  All aggravated assaults were domestically related.  Traffic enforcement Keysha Ferguson with Fulton Commissioner Mo Ivory’s office gave a brief update and provided links in the chat.

Jennifer Freeman with Congresswoman Nikema Williams Office: Coding/App Competition for High School for this year is underway.
Updates/Committee Reports – 5 minutes per item

Festivals: October 18- South Atlanta Makers Festival is confirmed for 11:00am to 6:00pm. Formation of Planning Committee is ongoing. MOSE Application and associated sub-permits are underway. A motion for funding of pre-festival expenses at a level up to 80% of 2024’s total expense level was approved without objection.

Transportation: Bill Kennedy Way improvement update. Replacement Jersey barriers have been placed, painted with directional arrows and are scheduled for anchoring to the roadway. Waiting on additional signage. New directional arrows are scheduled to replace the current traffic signal heads. There has not been a reported accident at this intersection in approximately 18 months

SMAWG update (Brent Huff): APD is averaging 55 stops per week on Moreland Avenue. APD Officers will be completing their administrative tasks while positioned on Moreland Avenue to allow for increased presence and enforcement. TSPLOST sidewalk improvements and curb enhancements will enhance sidewalks from I-20 to United Avenue.

CMG Sign Toppers: Sign topper installation progress update. All sign toppers have been installed on all viable signs (26 of 29 intersections).

SAND 2025 Elected positions that remain open: UFO board member, Vice President, committee chairs.

Update on July Social and Meet your Council Member event: Confirmed Date of July 17. Social Gathering from 6:00pm to 7:00pm. Meet Your Council Member from 7:00pm to 9:00pm (Jason Winston and Liliana Bahktiari).
Matters for Voting

Authorization of expenditures up to 80% of the expenses of the 2024 Makers Festival (~$23,000).

Authorization to renew Porch Press quarterly ad expenditure for 2025/2026 (excluding festival advertising) of ~$800 – A motion to approve this annual expenditure was approved without objection.

Z-25-003 – 1138 Glenwood Avenue / Zoned R-4 – Applicant Jamila Brown for owner Moreland UW LLC – applicant seeks a rezoning from R-4 to NC-2 (the application can be found at https://drive.google.com/drive/folders/17s4WGnyA7w8CM3qKbUJno8yt4jVAC5HU ) – A motion to deny the application without objection

Neighborhood Announcements: Update regarding a project from Environmental Community Action Inc. (Jerilyn Bell) – James Williams provided an update on the Free Firewood 2025 presentation, and referrals of potential recipients was encouraged via their websites.

Next SAND meeting – July 10, 2025, Next NPU-W general body meeting – June 18 at 7:00pm.
