Parks & Greenspaces – Matt Day: Pavilion Update – Plans for the pavilion have been resubmitted with additional details and the required Special Inspector Package. We except feedback or approval within the next 10 days. On track to begin installation early next year. Sidewalk Improvements – Improvements are complete, with railings to be finalized within a week. This Americans with Disabilities Act-associated work is being paid for by a grant received by the city years ago and the plans were made without consulting local stakeholders. Graffiti – Over the weekend, several areas of the park were graffitied. We are working closely with Ryan Downey and team to address its removal. Lights out – Matt is reporting several lights that need new bulbs.
Public Safety Update
Zone 6 Update, Sgt. M. Lucien (Mtlucien@atlantaga.gov, 404-670-1016): For the latest 30-day period, burglaries are up, aggravated assaults down. Three people were recently arrested on drug charges; one has been released. Comment from member: The driver from the incident has been seen back in EAV and info has been sent to police. Q: What’s the status of 593 Gresham investigation? A: He is not aware of problems at that house but will research it and add it to the list. Q: Why did the person in the recent arrest get released so quickly? A:That person was deemed eligible for bond.

Dekalb County Commissioner race: We were joined by the two remaining candidates running for Dekalb District 3 Commissioner (role formerly occupied by Larry Johnson): Andrew Bell and Nicole Massiah. (To avoid the secretary’s implicit bias, please see the meeting recording for candidates’ comments.)
East Atlanta Parents Network (EAPN@eaca.net) Chiara Girardi: Key upcoming event: Fall Fest, Sunday, Nov 17,from 3pm-5pm in the EAV Farmer’s Market Park. Kids activities, crafts, music, face painting, food, drinks and more. They are looking for volunteers, and also for donations to create some “blessing bags” for unhoused neighbors. Land Use and Zoning Update – Grant Dollar, Jenny Murray: Voting Item – 1640 Flat Shoals Road – Rezoning from R-4 to PDH, Application # Z-22-088. Summary: Applicant pursued rezoning of parcel from R-4 to PDH without attending EACA or NPU meetings. EACA LUZ and NPU LUZ voted unanimously to deny the rezoning due to concerns with the rezoning and the failure of the applicant to attend recent meetings. The City of Atlanta Zoning Review Board approved the rezoning. Tuesday night’s EACA vote will be held solely for the purpose of having a formal General Body vote on record. (since the ZRB has already approved). EACA votes to recommend this change in zoning is denied: 27 yes, 2 no, 4 abstain. Non-voting items (awareness only) – 872 Cavanaugh Avenue – Special Administrative Permit (SAP) (Location of Eastside Swim and Social Club, Application # SAP-24-174. Summary: Applicant requests for approval to construct a dumpster enclosure, ADA ramp to swimming pool on adjoining parcel (0 Cavanaugh) and 3 parking spaces. Variations are requested for a fence in front of the dumpster and pool between the building and sidewalk, parking spaces in front of the building and encroachment of the pool/infrastructure into the transitional yard. Although the City has all required SAP documentation, the SAP is on hold due to a requirement for a variance for the transitional yard encroachment while the Applicant and City determine if the pool construction was permitted prior to NC-16 rezoning. EACA LUZ submitted SAP comments obtained from the Community prior to the SAP Hearing on 10/24.How to stay up to date: The status of the SAP will be further discussed at the Nov 25 EACA LUZ Committee meeting. 631 Flat Shoals Avenue – Rezoning to remove conditions of the site. Application Z-24-071. Summary: Request rezoning from RC-L-C to RC-L-C with different conditions. Applicant proposes to build a duplex on the lot. How to stay up to date: This rezoning application and input from the community will be further discussed at the Nov 25 EACA LUZ Committee meeting. 1424 Newton Avenue – Variance to reduce front setback to allow porch. V-24-177. Summary: Applicant seeks a variance from the zoning ordinance to reduce the front yard setback from the required 35’ to 21.5’. How to stay up to date: This variance application and input from the community will be further discussed at the Nov 25 EACA LUZ Committee meeting. 1543 Maynard Avenue – Sale of proposed development site. Summary: Urbanize Atlanta is reporting the parcel at 1543 Maynard Avenue (also known as the paper streets parcels) has been listed for sale.
Announcements / Community Updates
Voting Update – Early voting for the Atlanta City Council at-large runoff and the commissioners’ seat runoff is Nov 25-27 and Election Day is December 3.
Holiday Events Update: Tree lighting is Saturday, December 7, at 6:00pm. Holiday lights contest. judging will be on December 9.
EACA’s December meeting will be the holiday potluck, with a shortened agenda to allow for more socializing. The December meeting will also include the vote on next year’s officers. If you would like to run, please notify president@eaca.net.
