SAND Meeting Minutes – Thursday, November 14, 2024 

Welcome– 2 minutes. Opening remarks. Approval of minutes from October meeting  – approved without objection.

City/State/School/Other Elected Officials – 5 minutes per presenter

Lt. Godwin provided an APD Zone 6 update.  All major crime categories within the SAND neighborhoods are down significantly.  Theft from motor vehicles continues to be the most prevalent crime.

Announcements – 5 minutes per item

Beautification: Progress update and Financial Agreement with Urban Farm Ormewood (UFO). – A few wording changes remain to be finalized in the Financial Agreement with UFO, Inc.  Productive communication is ongoing.

Treasurer – BPFF Update:The 2nd Annual Benteen Park Fall Fest was a huge success!  The festival made a small profit.

Transportation-SMAWG update: A pre-construction meeting regarding the Moreland Avenue SE/I-20 meeting was hosted by GDOT, project initiation is expected in Spring 2025. A meeting is scheduled for November 18th with ATL DOT regarding the HUD Community Grant. Moreland Avenue sidewalk improvements by ATL DOT should begin by the end of 2025. GDOT funding for Moreland Avenue crosswalks has been delayed.  Due to funding challenges, the contract will now be let June 2025. Moreland Avenue/Skyhaven Alignment project is scheduled to be let in October 2025.

Sign Toppers – CMG sign topper design and purchase progress update – CMG neighbors finalized the design for new sign toppers, and the process has begun for coordinating production and installation.

SAND 2025 Elections – Elections were held and the following Officers were elected without objection: President – Mike Snyder; Treasurer – Brent Huff; Secretary – Mike Gardner.

There were no candidates for the role of Vice President.

Matters for Voting

Z-24-82 (24-O-1586)- Citywide – ordinance to alter affordability requirements for Mixed Residential Commercial Sector 3 (MRC-3) from 20%of additional FAR provided at 80% AMI > to 10% of units created by additional FAR provided at 60% AMI or 15% at 80% AMI. LUZ result – Motion to deny based on a lack of justification and support information with a request that the sponsor and planning department be present at the December LUZ to re-present the application (8/2/6) – After community discussion, a motion to support the NPU-W LUZ  Committee recommendation for denial was approved without objection.

Neighborhood Announcements

Candidate Forum for Post 3 at Large – SE Atlanta Neighbors Take Action. November 18 at 6:00pm. Runoff Election on Dec 3.

Next SAND meeting – December 12, 2024

Next NPU-W general body meeting – November 20 at 7:00pm.
