  • Larry Burke, guilty, 5 year sentence.
  • Stacey Adams, drug dealer, 10 year sentence, no parole.
  • Derek Johns, burglar, jail, no bond.
  • 2 guys at TrestleTree: gang-related, prosecuted by gang prosecutor, up to 25 years.
  • Mini CourtWatch: contact courtwatch@sandatlanta.org.

APD Zone 6, Sargent Reith

  • Grant Park Pool: overrun with kids; took over pool Saturday. Pool was shut down for the remainder. APD will be more aggressive with offenders next time this happens.
  • Target at Edgewood: Robberies, special patrols. Edgewood area will get stepped-up APD presence.
  • Vandalism at Roosevelt Condo: no update, currently under investigation.

TrestleTree Update, Ron Lall

  • Two properties: one on E. Confederate, the other one on Ormewood. Both properties joined by CSX railroad tracks. Section 8.
  • Update on TT good neighbor agreement:
    • In 2012, Trestletree property was sold. New buyer got bond money for renovation of the property.
    • Quarterly meetings at Carla Smith’s office for all large property owners in the district.
    • Tried to get the property changed to look like current AHA mixed-income housing projects.
    • Meeting with federal HUD rep, Invest Atlanta, property owner, et al.
    • Agreements signed prohibiting property from being changed to anything besides what it has been for fifty years. Fall of 2012.
    • Idea floated for an agreement between neighborhood organizations and the property owner to serve as a framework for how things might happen.
    • Invest Atlanta wanted to close on bond, asked Ron to sign the Good Neighbor Agreement (GNA). One paragraph, not acceptable as-is. Ron revised it and shared w/ SAND, GPNA, attorneys, et al.
    • Community Housing Concepts (CHC) is the new owner. Very close to having a GNA that is acceptable.
    • What does the GNA do?
      • Defines how community and property owner can work together
      • Manager/owner, fire dept., city council, neighborhood reps, et al
      • 4 themes:
        1. Emphasis on community safety
        2. Identify the needs of residents who live on site
        3. Management of property
        4. Communication – Trestletree representatives to give update at community meetings
      • Streets are owned by CHC. This is important because it has allowed CHC to put up controlled access gates. The bollards and landscaping in place.
      • Committee to decide what goals will be set and worked on.
      • Make sure Invest Atlanta stays involved. Invest Atlanta manages the bond CHC got to improve the property.
      • There is a web page for residents and neighbors. Email address does not work yet.
      • Non-compliance of GNA: goal is to create a group where non-compliance is not an issue. Recourse is to take it to court or to Invest Atlanta.
      • Create a resident’s council within two Trestletree parcels.
      • Ron Lall and other community leaders have tried to engage the residents: pot luck dinners, but no participation.
      • Residents don’t want to be seen as informers; this is a problem that limits participation in the residents’ council.
      • CSX needs to clean up its right of way before a fence can be installed.
      • Security cameras to be installed and connected with APD video surveillance system.
      • Ormewood Ave. will be the operating entrance for Trestletree North. Eloise entrance will be for fire/police access only.
      • If gates are locked, people may park on Ormewood Ave. and walk into Trestletree North. Discussions are underway with the city to change Ormewood and E. Confederate to no-parking zones.

946 Delaware Ave. SE, Wayne Lamar

  • 9 acres.
  • Zoned R4; asking for R4A. 4 lot or 6 lot subdivision.
  • Drainage: small footprint; creative grading; city is requiring water retention on each lot.
  • When city overlaid zoning; majority of existing lots are R4A lots due to frontage and square footage.
  • Argument is that neighborhood is already R4A even though zoned R4. Most existing lots are not in compliance w/ R4.
  • Existing farmhouse will remain.
  • R4 lot, max house 7000 sq. ft. R4A is half that.
  • 2000 sq. feet. On basement w/garage under house. No front facing garages.
  • 2850 sq. feet maximum.
  • Motion to Approve FAILED. Vote count:
    • Y 8
    • N 13
    • A 8

Provide child care at SAND meetings? Discussion, no decision.
