SAND Full Body Meeting – Thursday, May 13, 2021

Call to order

Announcements (5 minutes): Voting rights (3 meetings, or $10). Vacant Officer Positions and Chairs: Communications, Public Safety, Social, Glenwood Park, North Ormewood Park, Woodland Hills.

Beautification (5 minutes): Update from Working Group on future of Red’s Farm. Intrenchment Creek Clean up Meeting with City Department of Watershed on Friday, May 14 at 9:30am along Woodland Avenue Bridge.

Communication (2 minutes): Like SAND on Facebook, and follow us on Instagram and Twitter.  Please submit any ideas for the newsletter to us.

Treasurer (5 minutes): Amazon Smile / Kroger Rewards. Trolley’s available for $45 unpainted, $60 painted.

Social (5 minutes): Ormewood Park Parking Lot Parade Saturday May 15 at 11:00am hosted by Ormewood Church.

Public Safety (5 minutes): Atlanta City Council Members Natalyn Archibong and Carla Smith Hosting COVID-19 Vaccination Clinic. Saturday, May 22 from 9:00-5:00pm at Greater Piney Grove Baptist Church, 1879 Glenwood Avenue SE. The vaccines are available for individuals 16 years of age and older. The Pfizer vaccine will be offered during the clinics with the second dose administered May 22. The hours of 9:00am-11:00am will be reserved for seniors 55 years and older to get vaccinated.

Transportation (5 minutes): GDOT is collecting feedback on the proposed Interchange improvements to I-20 at State Route 42/Moreland Avenue.            Project webpage: Comment Period closes May 26. Contact DJ Fontenot at 404-347-0556 or with questions or concerns.

Land Use and Zoning (LU&Z) (5 minutes per): V-21-103 / 671 Siloam Avenue – Variance to reduce the rear yard setback from 15’ to 5’ for the construction of a swimming pool. LUZ: Motion to recommend defer/deny for 30 days was adopted 14Y-0N-2A. Applicant was not informed of LUZ meeting and therefore did not attend. Applicant will provide answers at SAND meeting to questions raised during the Committee meeting, and if SAND community recommends approval, LUZ Chair will request a recommendation at NPU W general body meeting.

Z-20-088 / 1104 Avondale – Application to rezone (2) parcels on Avondale from R-4 to MR-4A-C, to allow for the development of no more than 300 apartment homes. LUZ: Motion to recommend approval, conditional upon applicant resolving remaining details of proposed conditions with SAND by 5/26/21 was adopted 14Y-0N-1A. This motion included Z-21-028 and CDP-21-006. Link to proposed conditions as of 5/4/2021:

Z-21-028 / Lester & Avondale (multiple addresses) An ordinance by Councilmember Carla Smith Rezone property at 1085 Avondale Avenue and 1045, 1049, 1055, and 1059 Lester Avenue from R-4 to MR-4A-C (multifamily residential, conditional) LUZ: See action for Z-20-088 above.

Z-21-041 / Urban Farmstands. An ordinance by Zoning Committee Amend the definition of Urban Garden to permit on-site sales. LUZ: Motion to recommend approval was adopted 15Y-0N-1A.

Z-21-027 / Admin Variances for Tree Protection. An Ordinance to amend the 1982 Atlanta Zoning Ordinance, as amended, to amend section 16-26.003, entitled “Conditions of Granting a Variance” and to create a new section 16-26.008 entitled “Administrative Zoning Setback Variances for the Preservation of Trees”; and for other purposes. LUZ: Motion to recommend denial was adopted 15Y-0N-1A.

 Z-20-090 / 1149 Lonetia Ave & 660 Pershing Avenue. An application to rezone (17) parcels in the Boulevard Heights neighborhood from R-4 to PD-H, for the construction of (21) single-family homes. LUZ: Motion to recommend defer/deny for 30 days was adopted 16Y-0N-1A. Applicant confirmed upon follow-up that he will work with SAND community to revise the proposed application and submit a revision to Office of Zoning & Development. Case is on hold till further action.
