SAND Full Body Meeting – Thursday, February 11, 2021

Call to Order

Announcements: Voting rights (3 meetings, or $10). Vacant Officer Positions and Chairs: Public Safety, Social, Glenwood Park Rep, North Ormewood Rep, Woodland Hills Rep.

Zone 6 – Lt Joshua Holt: Larceny Auto unit started – these crimes are slightly down lately but firearms & electronics thefts still regularly occurring. Lt Holt advises that all citizens record the serial number of their firearms and electronics. Approx. 15 reports of electronics stolen from vehicles and the owners have no record of the serial number. Best advice is to keep all items left in vehicle out of sight.

Special Guests – Atlanta Beltline – Subarea 3 Master Plan Update – Lynette Reed:

  • Change 1: Hill Grant Streets – Updated the land use North of the Beltline between Hill & Grant Streets to medium-density mixed use (5-9 stories)
  • Change 2: Hill Sreet/Mailing Avenue /Englewood Avenue – Updated the land use South of the Beltline on Hill Street to medium-density mixed use (5-9 stories)
  • Change 3: Boulevard /Hamilton Avenue – (a) Updated land use for parcels at the northwest corner of Boulevard to medium-density mixed-use, and (b) updated parcel at northeast corner to low-density mixed-use.
  • Change 4: United/Beltline Corridor/Hamilton Avenue – Updated the land use at the southeast side to medium-density (5-9 stories) multi-family. Added condition to Trestletree South to limit height to 52 ft. 
  • Not claiming any changes to the city’s CDP land use map

Transportation: SAND Transportation Survey: should be finalized and out for completion later this month. Atlanta Bicycle Coalition’s Quarterly Stakeholder Briefing is scheduled for 2/18 at 6:30pm. Southeast Study Group Virtual Public Meeting on SSD to be held on 3/4/21 from 6:00pm-8:00pm.

Beautification: NPU-W Community Impact Grant – SAND survey results. Additional details will be displayed via SAND social media and newsletter. Items as ranked by survey results: Super sharrows/bike lane markings. Community events, Murals, Dog park. CoA’s Department of Parks & Rec ActivateATL 10-year comprehensive master plan effort. February Virtual Public Meetings: Tuesday, 2/9, 10am-11:30am; Thursday, 2/11, 6:30pm-8:00pm; Tuesday, 2/16, 10a-11:30am; Jueves, Febrero 18, 6:30pm-8pm (en Español). Neighborhood Stream Cleanup – 2/20, 10:00am-12:00pm, United Avenue @ Tapestry. Trees Atlanta participation – contact SAND leadership about community involvement so we can meet the required number of participants involved. North Ormewood Park is doing this currently – contact Brent Huff for more information.

Land Use & Zoning (LU&Z)

  • 614 McDonough – reduce parking spaces from 24 to 17 to allow for multi-family residential development. NPU-W LU&Z approved – SAND approves motion by vote of 15Y – 2N – 1A.
  • 525 Moreland – 6 variances requested. NPU-W LU&Z approved – SAND approves motion by vote of 17Y – 0N – 2A.
  • 1104 Avondale Avenue– rezone 2 parcels from R4 to MR-4A-C to develop no more than 300 apartment homes. Applicant to amend site plan so requesting a deferral – substitute motion to defer/deny: SAND approves motion to defer/deny by vote of 14Y – 0N – 1A.
  • CDP-21-001 / Beltline Subarea 3 Master Plan – LU&Z motion to recommend defer/deny pending documents clearly showing the difference between the existing and proposed amended elements. SAND approves motion to defer/deny by vote of 7Y – 4N – 4A.

Approval of January 2021 meeting minutes passed.
