GPNA Meeting Minutes – Tuesday, May 21, 2024

Call to Order–7:30pm.

Process Updates – Treasurer Robert Selby shared updates about new process updates for vendors and expense reimbursements for streamlined payment.

Recurring Expenses – GPNA Steering monitors ongoing expenses and there are a couple of items that are in discussion to limit the cash out while maintaining an effective organization.

Public Official Update

Council Member Jason Winston joined the meeting. Winston provided the following updates: It is currently the budget season for the City Council. During the budget season, the mayor’s office presents a budget to council and they meet with every department to discuss line by line. The fiscal year ends June 30. An $850M budget has been proposed by the mayor’s office. The tennis/pickleball court is being resurfaced currently. Hoping to wrap in the next week or two. There’s a new restroom to be added to Grant Park. Councilmember Winston mentioned the best option is behind the pool house with existing plumbing infrastructure. This would be open to the public. Timeline is likely 6-8 months. There are two bids for the Grant Park Gateway space. The two companies are Savi Provisions & Terminus. More information can be found in a recent Urbanize article. South Boulevard update: ATLDOT has until May 29th to give feedback on the Boulevard plan from the contractors. After that, there will be a community engagement session (exact date and time TBD, but aiming for early June). If all goes well, design will be finalized at the end of the year. Procurement would be 90-120 days, roughly, and construction would start early 2025. Winston also answered questions from the community regarding tactile pads on sidewalk corners, Boulevard pedestrian crossing signals, taxes, and the South-View Cemetery NR Application. Item One – Public Safety: APD Zone 6 & Fire Station 10 Update – No updates. Upcoming Events – Househeads Picnic – 7/6 – The application was approved by GPNA general body. This will go to the NPU-W meeting for final review.

Item Two – Transportation: Committee Updates – Most updates were covered by Councilmember Jason Winston.

Item Three – Land Use & Zoning (LUZ): Special Use Permit U-24-13 – 499 Broyles Street. Seeking a permit to operate a microschool. It has operated for the last couple of years, but it requires an actual permit because of an accreditation they’re seeking. The microschool started two years ago. Kristen Abernathy joined on behalf of the school. No opposition was noted for the application. Comprehensive Development Plan Workshop – June 17 at Maynard Jackson HS – 4:30pm-7:00pm. Summary of May 20 ATL Zoning 2.0 Meeting – 

Access the first part (“Module 1”) of the new ordinance’s draft at www.atlzoning.com. The first module covers the form and function of parcels and their use-case. The next two modules will have to do with strategic implementation (September meeting) and administration (December meeting). The goal is to spend this year workshopping, and focusing on adoption and implementation in 2025. There will be a dedicated Q&A for this module on July 9. The goal is to ensure no parcel is non-conforming. This means if you have a neighborhood with R-4 vs. R-4A, you don’t have to get a variance. If it conforms to everything around you, you don’t have to navigate the process of a zoning change. Historic districts will not be touched. The overlay for Grant Park and code will not change, it will just be updated to reference the correct ordinance. Items for June cycle / May 23 GPLUZ Meeting – Z-23-43 – City Ordinance to prohibit data centers within the Beltline Overlay. Z-23-44 – City ordinance to define use cases of data centers within industrial zones. Overview of Zoning 2.0/New Ordinance Module #1.

Item Four – Legacy Committee: $200 Budget Vote to Support June 1 event in Beacon – This is a free healthcare checkup on the first Saturday of the month, beginning June 1. The budget would provide snacks and drinks for people experiencing homelessness who attend the free checkups. The budget was approved.  Community Items – NPU-W will meet on the third Wednesday of the month starting in July. The meetings will stay on the fourth Wednesday of the month for May and June. Neighbors can stay up to date by visiting https://cityofatlantanpu-w.org. Steve Carr raised a concern about water runoff and flooding from Peoplestown affecting Ormond and Atlanta Avenue.
