EACA Meeting Minutes – Tuesday, July 14, 2026

Elected Officials’ Reports 

Council Member Bakhtiari’s Office: Not present; however, they sent slides with the following updates: Displacement remains a top concern of Councilmember Bakhtiari’s because District 5 has witnessed its consequences firsthand. When the TADs began accelerating Eastside development twenty years ago, our Black population was 23,620. As of 2024, it was reduced to 12,744. That’s despite a net gain of housing units. Development without safeguards leads to displacement, full stop. And while the Council Member is encouraged by some of the amendments that make displacement programing more intentional, in good consciousness she could not support a TAD extension. We’ve secured a $8.5M investment from ATLDOT to improve accessibility across the District by installing new ADA ramps and repairing sidewalks. This has included the installation of a number of new ADA ramps on McPherson Avenue and Metropolitan Avenue. We have one final World Cup game in Atlanta! Dekalb Commissioner Nicole Massiah’s Office: Not present.

Public Safety Update 

Zone 6 Update: No officer present for updates. 

Brownwood Bike Rally Permit: VOTE-motion to approve passed unanimously. Event taking place Saturday, September 12, 10:00am-1:00pm, Ryan from EAKC explained public safety plan for the rally, seeking approval of the permit.

Land Use and Zoning Report – Charlie Fee: Variance V-26-094: seeking approval for pool and fence on side yard, EACA LUZ Committee approved this variance. EACA voted to support LUZ approval: all in favor, one abstention. 

Maynard Ave tree removal: Tree Appeal: Happening at City Hall, 55 Trinity Ave SW, Committee Room 1 at 6:30 PM the following evening; LUZ voted to submit a letter in support of preserving the trees and submitted it within the required deadline. Paper Streets Policy workgroup seeking volunteers, emaillanduse@eaca.net. Q: What is a paper street? A: Streets in paper plans but never actually built; developers use them to create rights of way to develop landlocked parcels.

Parks & Greenspace Report – Bill Gould/Tim Cook/Chase Miller: Brownwood Park Skate Park – Upcoming Visioning session Recap: Updates re: Ormewood Forest. Trees ATL still working in the forest. A water leak into Ormewood Forest Creek was located by the city watershed using a divining rod, 18 months after it was first reported, they will be repairing. Watershed is still researching and securing funds for stormwater improvements. Community gathering: Feast for the Forest (potluck brunch) at Flat Shoals Farm on Sunday, August 23, a kickoff event to build the team for upcoming fall park projects and grants. Volunteer work days: Starting August 8 (second Saturday of the month), 9:00–12:00pm; in Brownwood Park. Update on Skatepark: Chase Miller, EACA project manager for the skate park project present to give update: o Proposed location: center of the park, replacing the black cement paddle area. A design review group of 15 people was formed, including skaters (kids and adults), neighbors, and representatives from the kids club. New Line Skate Park presented concept art; community feedback emphasized green space, tree preservation, and accessibility for all ages the project is now being rebranded as a skate garden due to planned native planting and rain gardens Met with the City of Atlanta to ensure alignment with city processes; no major issues anticipated. Updated designs will be shared with the broader community after the next design review round. 

Community Announcements/Discussions 

EAKC Facility Rentals – Ryan Downey: The venue hosts approximately 200 rentals per year; booking 60+ days in advance is encouraged.
