EACA Meeting Minutes – Tuesday, January 13, 2026

Elected Officials’ Reports

Council Member Bakhtiari’s Office: Not present. New Reporting Process for 2026 HERE)

Patrick has taken a new position, will not be attending every meeting, and will continue to do quarterly meetings. See plan for attendance linked above.

Dekalb Commissioner Nicole Massiah’s Office: Kiana Jones Moore, from commissioner’s office. Commission meeting today.

Resolution introduced to removed ICE from Dekalb, it was deferred, a lot of discussion happened.

Resolution introduced to reduce the mandatory unit size of single-family dwellings (R75 zoned), seeking to reduce the mandatory min. size of those homes is a way to hopefully make housing more affordable, vote deferred.

Data centers: ordinance still being drafted and application still being drafted- it was on agenda today but was also deferred, every data center application would require special land use permit is what the legislation will require. Requires a public hearing, wants public involved.

Commissioner Terry introducing resolution to establish AI for All fund to help mitigate some impacts of data centers to communities. Sustainability and environmental justice is at the forefront.

Public Safety Update

Zone 6 Update: Not present.

Myron Polster, EACA and NPU-W Public Safety Lead: Liquor License Request: 535 Gresham Avenue – Retail Sales and EACA vote.

Eric DiNardo, local neighbor (Stokeswood Avenue), owner of Sagra. Significant experience with liquor laws, Restaurant will close by 10:00pm on weekdays, 12:00am weekends, open 6 days a week. Q: will there be security? A: Will employ security on an as needed basis, likely for large events but will assess. Q: What is the vibe going to be? A: Italian restaurant inspired but his time living in Italy, wine will be the focus but will have cocktails and beer, food will be Italian inspired by local in season produce, sourdough pizzas. Q: What will parking be like? A: Side of the building behind Banshee. Q: Capacity? A: 40-50 guests, with small patio with room for 15 guests. Q: Open for lunch? A: eventually, yes but not immediately. Motion to approve he restaurant is made: 16 online votes yes, 0 abstain, 0 no; in-person unanimous yes. Motion to approve retail is made: 15 online votes yes, 0 abstain, 0 no; in-person unanimous yes.

Treasurer Report – Stephen Morris:2026 Proposed Budget Review – We will finalize at the workshop and vote at the February meeting. Everything is similar to last year; the only change is fundraising goals are split up by committee. Opportunity for questions: Q: Will this be on the website? A: Yes. Q: Small deficit? A: Yes; want to be sure we are spending down some of our funds. Q: Can we email Nate an updated balance for GA Works? A: Yes.

Transportation Report – Erin Michelle & Zach Kosub: Join the EACA Transportation Committee for a Visioning Session! The Flat Shoals Mobility Project aims to improve safety and mobility along the Flat Shoals Ave Corridor, connecting NC16 with NC2. We invite all to collaborate in defining long-term goals, informing strategy and decision-making, and creating a shared vision for the corridor’s desired future! Seeking feedback on the long-term Flat Shoals Mobility Project and EACA Visioning Session. This is a multi-phase project, high quality pedestrian corridor between EAV (Glenwood) and Bouldercrest triangle with a.84-mile-long segment. The committee has been gathering feedback from pedestrians and did various online polls in real time about the project. Ongoing feedback will be collected and compiled. Comments: need to be mindful of what is planted when working with Trees Atlanta to make sure the trees don’t block the view of important intersections.

Funding: ATL Community Impact Grant is upcoming. The NPU already voted on this; it was not on the agenda for December; will follow up to get more info. AARP Grant Funding is the other one (geared towards seniors having more walkable spaces, this will now be the focus, if anyone wants to help write the grants, please contact transportation. Questions/Comments: Q: Could we add moving the power lines from middle of sidewalks? A: Noted. Q: Can we consider solar lighting where the benches will be placed? A: Noted. Q: Can we consider a raised crosswalk at May and Flat Shoals? A: Noted. Q: What can be done to improve the signage for the Bouldercrest triangle? A: This is on the committee’s radar, and they are aware of the challenges with the signage. Ryan from EAKC offered to let us use their grant software he has access to.

Arts and Culture Report – Maria Edwards: Pushing Up-Daisies Garden Tour and Concert – May 9, 2026 – Save the Date!

Parks and Greenspace Report – Bill Gould: Ormewood Forest Cleanup on January 24, from 9:00am to 12:00pm. Register for Trees Atlanta’s Spring Forest Stewardship Course! Wait list normally but EAV got first dibs; this is an immersive course on four Saturdays in March. New COA Tree Ordinance took effect January 1.

Public Comment: Neighbors seeking assistance with a neighbor who is living in unsafe conditions, looking for advice corner of Blake and Braeburn, Matt offered to chat afterwards.

2026 EACA Strategy Workshop: Join us on Saturday, January 31, from 9:00am to 12:00pm at ABV Gallery for the Annual EACA Strategy Workshop! This is a chance to step back, think big, and help shape what EACA will focus on in the year ahead. We’ll be working toward a clear, shared Vision Document for 2026, and we want voices from across the neighborhood in the room. If you’re curious about getting more involved—or have ideas you’d love to see EACA help bring to life—this is the place to start. All are welcome.
