EACA June 2021 Meeting Minutes – Tuesday, June 8, 2021

Opening Remarks/Introductions: 7:03pm

State/City/County Elected Officials: Councilwoman Natalyn Mosby Archibong (City of Atlanta, District 5), represented by Kevin Friend. Q: Any update on the 1543 Maynard Avenue development? A: So far, no applications for subdivisions or applications for work to be done. Original applications were not done properly and so were rejected. Q: Is there an update on several concerns raised about Brownwood Park? A: Please email Kevin and he’ll look up the info. Q: Update on Glenwood/Moreland realignment? A: Plan is being developed to deal with gasoline that was found. Initial findings indicate there isn’t a buried gas tank, but probably contaminated soil.

Commissioner Larry Johnson (DeKalb County) – From Commissioner Johnson’s Office, LaShun Atwaters and Florence Coram – On Saturday there will be a fitness fair sponsored by DeKalb. Virtual HOA boot camp will be June 26. See more info in EACA newsletter.

EAV Farmers Market – Katie Kriner: Not present, but reminder – When: Thursdays from 4:00pm-8:00pm. Where: EAV Farmer’s Market, 572 Stokeswood (entrances on Flat Shoals and Stokeswood). EACA Booth – July 1.

Hiikka – John Ealy: He is launching a social club and merchandise shop for progressive-minded Atlantans. His website will have a calendar of activities geared toward those folks. This is designed for people of any age, as long as they share Hiikka’s values. See chat for his info. Website expected to go live in early July at www.hiikameet.com.

Khaos Atlanta Market – Se’cil Mc’Lain: Kaptivating Hair and Opulent Styling = kHAOS He offers a platform for small businesses. He’ll also be doing a reality show in July. See chat for his contact information in case you have more questions.

Committee Reports

Public Safety and Welfare: Zone 6 Virtual Town Hall – June 30, 6:00pm. Residents/business owners of Zone 6Education (education@eaca.net) Jeanne Fore, New interim principal at King Middle School. (Principal Paul Brown has taken a position as Associate Superintendent for APS – Congratulations!), Schedules and school hours have been set – elementary starting 7:45, middle at 9:15, high school at 8:45.

Transportation (transportation@eaca.net) Karlyn Beer (See meeting recording for slide presentation), Glenwood/Moreland realignment – on hold for gas line relocation. Designated rideshare pickup/drop-off (4 locations) – stalled at stage of evaluation by ATL DOT. Brad Henn searching for updates.

Transportation Charette – gathering was held as part of committee’s effort to put together an overall transportation plan of what members would like to see in the community. A volunteer is needed to turn paper maps generated at the session into GIS layers to help translate results of the meeting.

South Moreland Avenue Working Group (SMAWG) update – According to survey, Moreland is considered by EACA membership to be one of the worst things about living in East Atlanta. Transportation committee and SMAWG have been working on that. They met with GDOT and several other officials to discuss Moreland issues. They learned about results of a road safety survey, about a pedestrian count (no data available yet) and set further meetings to learn more. Lots of work to be done, but SMAWG has lots of important community partners. EACA has three members, each with yearlong terms. There will be a vacancy in September. See info in chat for how you can apply to fill that vacancy. Recommendations from meeting: When the road is resurfaced, the committee recommended striping changes and ADA curb ramps. Also recommended medians, additional pedestrian crossing locations, left turn restrictions, speed feedback signs. Longer term suggested projects that GDOT considers local issues: sidewalk repair, lighting, turn restrictions, closing access points, drainage issues. Karlyn will work to figure out how to share the Zoom recording of the SMAWG meeting.

Flat Shoals speeding taskforce – Please email transportation@eaca.net if you’re interested in being part of this task force. Myron Polster: GDOT says Flat Shoals is not eligible for the 25-mph speed limit reduction in the area we are interested in. This seems contrary to the new city ordinance, so committee will investigate that.

City Council candidates continue to meet with the transportation committee. May 17: Mandy Mahoney (meeting recording available and Karlyn will figure out how to share them). June 7: Sam Bacote (meeting recording available). June 21: Liliana Bakhtiari. July 19: Katie Kissel. August 2: Doug Williams.

Parks and Greenspace (parks@eaca.net) Alex Levy, Brownwood Park Work Days – 1st Saturday of each month, 9am-noon (next workday-August 7) About 12 people met and did some forest restoration work, attacking the invasive species. See link in chat to more info.  Please volunteer if and when you can, but July 3 workday probably will not happen because of the holiday weekend. There is a list of park issues that need to be addressed including litter, crumbling stormwater infrastructure and trees in danger of falling.  Ormewood Forest MOA – City of Atlanta Parks Department (ongoing) – City has not yet finalized the purchase. Committee continues to work on agreement about how the forest will be maintained.

Land Use and Zoning (landuse@eaca.net) Karla Causey. There are 35 ongoing projects. Here are the highlights.

Urban Farmstand – Committee voted yes on an amendment that gives urban gardens permission to sell onsite and change permit length to three years.

Tree Protection Admin. Variance – Committee voted not to support this. Motion made and passed that EACA back the committee’s vote on both issues.

1843 Braeburn Circle – City has withdrawn zoning approval for this development.

1570 Flat Shoals Road townhome development – This development may be getting larger because of a boundary line that was changed via eyeballing instead of surveying. Please see recording of meeting for illustrations and more explanation. The LUZ Committee is working to make sure proper surveys are done on future projects.

Announcements

Strut – September 25, 2021 – Michelle Rice – Registration is open for the Strut. It’s using the same neighborhood-wide format as last year and is looking for host houses, vendors, and entertainers. You also can register your yard for the garden tour or be a contestant in a bakeoff or leaf blower tournament and play llama poop bingo and join a morning pet parade.
