EACA Community Meeting Minutes – Tuesday, November 10, 2020

Meeting starts at 7:02pm.

Opening Remarks – Myron Polster

Sorry he missed us last month. Thanks to Sarah for running the meeting.

New Neighbors – Several new neighbors from Alexan and another from Flat Shoals.

Transportation Committee – Karlyn Beer

She and Myron attended a meeting in October with GDOT on a planned update to the intersection of Moreland and I-20. One cloverleaf will be removed. She can share minutes from the meeting. The committee will be studying the plans, asking for our input, and weighing in with officials.

Fayetteville between Mary Dell and Brannan will be closed starting November 12 for sewer work. It will be weekdays only and last one or two weeks.

Glenwood/Moreland realignment – Georgia Power is installing power to new signal poles and completion of the realignment is scheduled for 2021.

Bus route 74 is back up and running. This includes Moreland and Flat Shoals.

South Moreland Avenue Working Group is working to make the road safer. It kicked off last week with a meeting that had good attendance from stakeholders such as GDOT, city and others. Also hopes to work with Atlanta Bicycle Coalition.

In effort to reach goal of Vision Zero city, with no pedestrian deaths, all Atlanta streets will move to 25 mph speed limits. The committee is trying to find out when the street signs in East Atlanta will be replaced. Feel free to call or tweet ATL 311 asking for the signs to be replaced, and Twitter seems to get more response.

EACA Officers and Committees for 2021: Myron asks anyone who wants to be an EACA officer to email president@eaca.net. It’s good if everyone in the community can take a turn rather than expect the same people to carry the torch indefinitely. If you don’t want to be an officer, there always are openings on committees such as transportation, land use and zoning, events, etc. You also can be on the nominating committee to find officers. Just drop an email to president@eaca.net. He also can share info on time commitment and duties.

Introduction of Public Officials – None present as of 7:05pm. Lt. James Carrol arrived later.

Neighbor from Alexan wants to know why the decibel level of protests at Planned Parenthood has not been addressed despite emails and calls.

Lt says they were ready to cite folks yesterday, but no protesters were there, for the first Monday in some time. They will go back and are ready to cite protesters if the noise goes farther than 300 feet. He says the neighbor can call him and he will personally come and listen from her apartment. He says the protesters may have someone looking out for the police and then they turn things down. He says there is an APD officer who works for Planned Parenthood who should be able to cite the protesters. Nancy H says that officer has refused to do anything.

John V. notes Alexan residents who call in complaints should leave their addresses including apt. numbers, because some of the apartments are within the 300-foot radius and some are not.

Myron says folks can contact him and he will take up the issue with the Zone 6 major.

Jenny M asks about military helicopters flying extremely low a few days before the election. The Lt doesn’t know who those were or why. Jeanne F says it was National Guard running drills in case of post-election riots.

Short-term rental legislation will soon be coming to NPU for review. It seeks to tax those rentals and impose other rules. She would like to hear constituents’ opinions.

She also noted the meeting with GDOT on I-20/Moreland. 

City has put aside a fund run by Invest Atlanta to help people pay ever-increasing property taxes.

$22 million of COVID-19 release from Cares Act is being managed by United Way. This is for help with mortgage payments and needs to be spent by end of the year. If you need help or know someone who does, contact United Way.

Dept of Public Works is back on track, and yard waste and bulk pickups should be happening as they did pre-pandemic.

Masonic Lodge Project – Andy Schneggenburger, one of the developers and an EACA member.

This is the area at the corner of Glenwood and Moreland, and it goes to Portland Avenue. It consists of what was once eight parcels. The developer worked with neighbors and EACA to come up with a design. See 525Moreland.com for details.

They have applied for historic building tax credits to help preserve the Masonic Lodge. He showed a layout of the area’s design and described various buildings on the layout. It will include affordable apartments, office space, retail space, maybe a medical office. The lodge building is to have a neighborhood market in the front and a restaurant or two in the back. There also will be a public outdoor space that will include trees and the restaurants will open out to that space.

Architecturally they are trying to make the lodge building compatible with surrounding buildings such as First Iconium and East Side Church.

Minor tweaks need to be done to the buildings because of zoning issues and they will need some variances. Those will come back through EACA and NPU in December or January.

Construction to be started on the various buildings next year in the second and third quarter.

In the meantime, they have started to clean up the Masonic Lodge building, which started as a Kroger on the ground floor and the lodge on the second. There will be an open house in early to mid-December to show folks the progress. Q: Will there be retail fronting Moreland and Glenwood? A: There will be leasable street front retail, yes.

Land Use and Zoning Committee – Karla Causey

Update on short-term rentals: Karla is waiting on a copy of the latest ordinance.

Update on 1245 Glenwood — Graveyard SAP has been submitted and work will be proceeding over there.

Update on 1560 Flat Shoals Road – Thrive/Toll Brothers development at Flat Shoals and Bouldercrest near Pasley. There was a problem with this development not meeting the historic neighborhood designation, so site plan was voted down. The planned lot sizes were square, and EA historic lot size is rectangular with short side facing the street. Developer now can redo the site plan and submit the revision for approval.

770 Shadowridge in Ormewood Forrest – EACA needs to vote on a zoning change. Heritage developer, lawyer, and architect attend. Part of the property will be a conservation area owned by the city and the other part will be developed into 11 single-family homes. There is to be a rezoning from R4 to PDH, agreed upon by neighbors and developers, to allow the deal they made. 16 conditions have been agreed upon and the zoning change is detailed in an ordinance filed by Council Member Archibong. LUZ conditionally voted for the zoning change and to support the ordinance, pending Developer completing and remitting final site plan with all agreed upon Negotiated Neighbor Conditions to EACA LUZ for confirmation of compliance.  EACA LUZ again extended Developer additional courtesy of time to complete new renderings prior to full NPU-W General Body meeting as it did for EACA General Body meeting. EACA voted in favor 23 to 0 with two abstentions.

EAV Blood Drive – Myron: Drive will be at Village Church on November 17 from 10:00am to 1:00pm. Make an appointment on the Red Cross website.

EAV-O-Ween update – Jeanne Fore: 244 kids attended the Fairytale Forrest. There was a dragon parade and kids trick-or-treated safely in the neighborhood.

Education committee – Jeanne Fore: Working to set up a DeKalb County Schools parenting forum in December or January. Atlanta schools say they hope to return to in-person learning in January.

NPU-W Impact Grant – Andy Cleary: This is the power box painting project. Artists submissions deadline was extended, and they got about a dozen submissions. Judges will determine the winners and boxes will be painted in December. She’s looking for volunteers to help prepare the boxes. See contact info in the chat. (attached at bottom of minutes).

EABA – Nate Minor: Business Association is making some changes as businesses suffer from the pandemic. Please shop local as much as possible, especially over the holidays. Money spent goes back into the neighborhood at a rate of about 80%. There will be a small business Saturday in November. Follow eastatlantabiz on social media to find out details as they develop.

Public Safety Committee – Myron: Flood of recent reports about vehicle break-ins. Please call them in and wait for an officer to show up so you can file a report. Police resources are assigned based on the reports. Russell, Stallings, and Willow Place area off Bouldercrest has been a problem area.

Approval of Treasurer’s Reports – Ralph Green: We received two grants from Archibong, one $2000 for good deeds and one $5000 for Neighbor in Need. Strut also gave $1500 to Neighbor in needs. Report approved unanimously, along with October minutes.
