Peter Hubbard, candidate for the Public Service Commission (PSC), won all the precincts in The Porch Press area in the Democratic primary, but statewide trailed Keisha Waites, who had 47% of the votes compared to 39% for Hubbard. A candidate must have 50% plus one vote to win outright, so the two will face each other in a runoff July 15.

This race will be the only item on the special election primary ballot. It will determine which Democrat will face the Republican incumbent, Fitz Johnson, who was appointed by Governor Kemp in 2022. In the only other district seat to be elected in 2025, Republican incumbent Tim Echols defeated his Republican challenger and will face Alicia Johnson who ran in the Democrat primary unopposed. All current members of the PSC are Republican and none currently live in an area served by the Georgia Power Company. They are served by Electric Membership Corporations (EMCs) or municipal electrical systems.
