SAND Meeting Minutes – Thursday, March 13, 2025

Welcome – 2 minutes. The meeting was called to order at 7:31pm. Voting rules and meeting procedures were reviewed. The meeting notes from the February meeting were approved without objection.

City/State/School/Other Elected Officials (5 minutes per presenter)

Sgt. Frasier (APD): Zone 6 crime stats remain low, with a slight uptick in property crimes.  Several crimes in the McDonough/Boulevard area are being investigated, but no suspects have been identified.

Mo Ivory (Fulton County): A meeting will be held on March 25 at 6:30pm regarding tax assessments, it will be held virtually.  Multiple Fulton County Board openings exist, please contact Mo if you have an interest in serving on one of the community advisory boards.

Leadership Updates (5 minutes per item)

Beautification: We need a new representative for SAND on the Red’s Farm board.

Festivals: Volunteer needed as festival coordinator for 2025.

Transportation: SMAWG update – Significant enforcement on Moreland Avenue is underway. The I-20 and Moreland Avenue interchange redesign is underway. The Maynard Terrace project should be complete by the end of March.

Sign Toppers: CMG sign topper design and purchase progress update – Sign design has been completed and a prototype has been approved. A motion was made to allocate an additional $250 of SAND funds for sign purchase. The motion was approved without objection.

SAND 2025 elected positions remaining open: Vice President.

Z-24-82 – Citywide – Ordinance by Jason Winston: Substitute ordinance to modify the provisions of the voluntary density bonus program in MRC-3 mixed use commercial) zoning. LUZ result- This matter is scheduled to be voted on in the April cycle. 

Z-25-010 – Citywide: Ordinance to require Special Use Permits for data centers to be allowed in a given zoning district, and to prohibit data centers in neighborhood commercial districts. LUZ result: This matter is scheduled to be voted on in the April cycle.

Z-25-0053 – 1138 Glenwood Avenue / Zoned R-4 – Applicant Jamila Brown for owner Moreland UW LLC: Applicant seeks a rezoning from R-4 to NC-3 (meant to be NC-2) for implementation of a container restaurant concept. LUZ result: Defer or deny pending application correction. Revised application received but still not correct. To (hopefully) be heard in the April cycle. The motion to Defer/Deny was approved without objection.

Modifications to NPU-W Policies W-4, W-8, W-10 and W-14: Proposed amendments to NPU-W comprehensive development plan (CDP). 24-O-1691 – New tree protection ordinance: LUZ result: Defer to the March cycle.

Next NPU-W general body meeting – March 19 at 7:00pm (3rd Wednesday). Next NPU-W LUZ meeting  – April 1 at 7:00pm (1st Tuesday). Next SAND meeting – April  10 at 7:30pm (2nd Thursday).
