SAND Meeting Minutes

Welcome – 2 minutes. Call to order/Opening remarks – The meeting was called to order at 7:31pm.

Approval of September Meeting Notes – A motion to approve the meeting notes was approved without objection.

Federal/State/City/School/Other Elected Officials (5 minutes per presenter) – Patrick Husbands on behalf of Council Member Liliana Bakhtiari provided an update on PAD/Crisis Intervention via 311. The contract with the City of Atlanta has been extended through the end of 2024.   

Committee Updates (5 minutes per item)

Beautification – Progress update and Financial Agreement with Urban Farm Ormewood (UFO). SAND and UFO Inc. should finalize a financial agreement by the end of October for SAND to be the fiscal agent for UFO, Inc.

Treasurer – 2024 Makers Festival funds distribution communications underway – Checks have been written to recipient organizations.

Transportation – Bill Kennedy Way Update (Ken Boff presenting). Ongoing meetings with GDOT and ATLDOT regarding safety improvements are continuing.  Specific areas of focus are the traffic signals at Bill Kennedy Way & the I-20 off ramp. Repair/replacement of the concrete barriers separating BKW and the BeltLine. Given the timing of BeltLine capital projects, the focus for continued improvements will be with GDOT and ATLDOT. SMAWG Update (Brent Huff presenting). Meetings to determine the path forward for utilizing the HUD grant are ongoing. The next meeting with GDOT will be in November. SMAWG and Liliana Bakhtiari are ensuring coordination on providing appropriate housing and services to the unhoused at the Moreland Avenue South and I-20 exit ramp. The land currently used by the unhoused will be included in future improvements to the intersection. Most of the current residents on this land will be housed at the David Abernathy House.

Sign Toppers – CMG sign topper update on community selected design prototype (specifics being finalized) – No update was provided by a member of the CMG neighborhood, sign design votes/discussions continue to be underway.

Benteen Park Fall Fest Update – Joshua Lorenz provided an update on final festival planning for the event on October 26.

Elections are next month! Elections will occur for both SAND and NPU-W. We encourage everyone to consider running. SAND Candidates should email their interest to all@sandatlanta.org. NPU-W Candidates should email leadership@npu-w.org for additional information.

Matters for Voting

V-24-187 – 786 Woodland Avenue – Applicant Darolyn McConnell. Applicant seeks a variance to reduce the south side yard setback from 7’ to 3’. LUZ result – Motion to Support – The motion to support this application was approved without objection.

Z-24-68 (24-O-1447) – Citywide – Ordinance by Dustin Hollis (District 9). City ordinance to clarify restrictions for freestanding signs and for modification of sign permit procedures. LUZ result – Motion to take no position – A motion to support the position of NPU-W was approved without objection.

Matters for Review and Comment

Beltline Rail Now Update (Nathan Clubb presenting) – No items for voting were brought forward.  For additional information visit BeltlineRailNow.org.

NPU-W Environmental Committee Update (Steve Carr presenting) – No items for voting were brought forward. For additional information visit npu-w.org.
