SAND Meeting Minutes

Call to order. Announcements (5 minutes): Voting rights (3 meetings, or $10 membership).

City/State/School/Other Elected Officials (5 minutes per):

Council Member Liliana Bakhtiari: Queried SAND membership for items to address, in addition to sidewalks, trash/dumping, missed waste pickup, pothole/street issues, traffic signs/signal missing/broken/requires service, water/plumbing, vacant/blighted properties. Updates on speed tables and sidewalks expected next month.

Sheryl Bennett, Chief of Staff for Council Member Jason Winston: SAND member requested that the Councilmembers pay special attention to the appropriate allocation of budgetary funds to the Department of City Planning Office of Zoning & Development. Recap of legislation proposed by Councilmember Winston is available through the County Clerk’s office. Information is typically available on the Councilmember’s social media platforms, as well. Meeting agendas are also posted on the city website, including recaps. TSPLOST details and impact on SAND community: Boulevard south of I-20 to the Beltline is an area of special attention for Councilmember Winston. Sidewalks/ADA accessibility. Funds available to start, but not enough to complete all at this time.

Beautification (5 minutes): 2022 Community Impact Grant Program (CIG) update – Street sign toppers.

Communications (2 minutes): Like SAND on Facebook, and follow us on Instagram and Twitter. Please submit any ideas for the newsletter to us.

Treasurer (5 minutes): Amazon Smile/Kroger Rewards. Trolleys available for $60 painted. No longer offering painted trolleys.

Social (5 minutes): 2022 Ormewood Park Makers Festival – SAND taking over the execution of this event. June 2022 date tentatively planned. Member requests for specific interests are encouraged.

Transportation (5 minutes): Moreland and Boulevard projects updates forthcoming later this month. Glenwood Realignment has stalled somewhat but started to make some progress this past week. GDOT estimates completion in March 2022. Bill Kennedy storm water line construction completed 3 weeks early.

Land Use and Zoning (LU&Z) (5 minutes per): V-22-002 / 932 Mercer Street / Zoned R-4 Beltline. Applicant seeks a variance from the zoning regulations to exceed the maximum lot coverage from 50% to 56% in order to construct an addition to an existing single-family residence. LUZ: Motion to Approve was adopted without opposition, with the following stipulations: 1) Contingent on SAND approval at their next meeting. 2) Applicant must confirm that the planned ADU retains the required distance from the main dwelling. SAND: Motion to support LUZ support was adopted unanimously. BL SAP-22-010 / 1296 Moreland Avenue / Zoned MRC-1-C. Applicant seeks multiple variances/easements for a mixed use development. LUZ: Does not require NPU Review or Comment, comments may still be submitted to OoZD. SAND: Submit comments to SAND leadership so that they may be compiled before submitting to OoZD.
